The Partnership for Learning Undergraduate Studies (PLUS) Program, a new initiative of the U.S. Department of State’s Bureau of Educational & Cultural Affairs, puts a U.S. degree within the grasp of outstanding undergraduate students across the Arab world that previously had little access to such opportunities.
Criteria
Applications are encouraged from students meeting ALL of these criteria:
- Citizen or legal resident of the country from which they are applying
- Completed two years of undergraduate study in their own country or another university in the region, with minimum GPA of B+ --“Very Good”.
- English language proficiency documented by a minimum score of 450 on the paper/pencil TOEFLâ/Institutional Testing Program (ITP) or 133 on the computer-based TOEFLâ test (500 paper /173 TOEFLâ preferred)
- Willing to spend 4-6 months in the USA in an intensive English language and study skills program before taking academic courses
- Demonstrate leadership potential, adaptability, and enthusiasm for active participation in cultural and educational exchange
- Unable to fund U.S. study on their own
- Eligible for J-1 Exchange Visitor Visa (No U.S. passport holders or permanent residents)
- Majoring in a field within the liberal arts, humanities or social sciences
NOTE: Applications will NOT be accepted from candidates in fields of engineering, architecture, business, finance, economics, accounting, computer science, medical and applied health sciences.
Applications must include:
Completed, signed PLUS application form
Typed personal statement in English, 350-500 words
Copy of the data/photo pages of the passport
Official transcripts for first two years of university study
Official results of the national general secondary school leaving exam
Three letters of recommendation from teachers/professors, including one from the secondary level institution. (Fax/email may be used but original letter in sealed envelope must eventually be provided.)
TOEFLâ/ ITPâ score report, minimum 450 PBT (133 CBT TOEFLâ) – 500 TOEFL â preferred

Deadlines: Completed applications must be received at the U.S Embassy not later than November of each year. Grantees will be selected by the end of same year and travel to the USA in Winter of next year.
